You virtually can NOT live in Houston without air conditioning.
Most cars today now carry 134A Freon and can be charged without costing an arm and leg.

Cars older than 1994 came stock with R-12 freon and are required to switch to 134A in an effort to slow ozone depletion in the atmosphere.

If your car is not cooling properly come by for an inspection as it will only get more expensive the longer your wait. Sometimes it's a simple electrical problem or low on Freon. Sometimes it may require a compressor, condenser or more.
